Mr. Cooley spent 9 years at Bell Labs, Bellcore, and IBM’s TJ Watson Research Center where he worked on control systems for WDM, packet-switched networking and fiber in the local loop
From 1995 to 1998 Mr. Cooley was an adviser to the City of Palo Alto on telecommunications. His work led to the decision to construct a dark fiber ring around the city.
Mr. Cooley was Technical Director for PA-Fibernet where he developed the business case and design of the City of Palo Alto fiber-to-the-home trial. In 1999 he founded homeFiber.
Mr. Cooley was the founder and CTO of homeFiber. He was responsible for technical strategic direction for the company, technology selection, and the design and implementation of the homeFiber access network.
